Where you can put a container in Altadena
Altadena is unincorporated Los Angeles County, not a city. That changes the answer completely: the rules come from the County, and the County treats a cargo container as a structure that needs its own permit.

Los Angeles County Building Code Manual #20 covers cargo containers for incidental storage. It requires a Miscellaneous Permit for each container, with a plot plan and sign-off from Regional Planning and the Fire Department before the permit issues. Containers are capped at 10 ft × 10 ft × 40 ft, one per parcel, no stacking and no human occupancy.
The myth worth correcting: people are often told a container is exempt because sheds under 120 square feet do not need a permit. That exemption does not list cargo containers, and a 20 ft container is about 160 sq ft anyway. If your property is north of Loma Alta Drive it also sits in a Fire Hazard Severity Zone, which is part of why Fire Department sign-off is on the list. Altadena is the short run for us — directly north of our Altadena base, and we are up Lake or Lincoln most weeks.
The practical constraints here are terrain and street width, not distance. Altadena runs uphill toward the foothills and the streets narrow as you go north. LA County’s own guidelines for containers placed in the public right-of-way will not allow one where the road is under 15 feet wide or the grade is over 6% — a fair proxy for where a tilt-bed will and will not be comfortable.
