Irvine is the hardest city on our list to give you a straight answer about, and we would rather explain why than invent one. The Irvine Zoning Ordinance is published only through an interactive portal that cannot be searched from outside, and the city publishes no downloadable chapter PDFs.

In a master-planned city the HOA is often the binding constraint rather than the municipal code, and HOA rules are frequently stricter than anything the city would impose. Check both, and check the HOA first — it is the faster no.
