Where you can put a container in Laguna Beach
Laguna Beach has no container ordinance. The instrument that applies is the Temporary Use Permit at LBMC § 25.05.035, and the coastal permit question sits on top of it.

The three-year term is generous by California standards. The catch is that in Laguna the route runs through a discretionary permit rather than an over-the-counter one, and outside R-1 that means the Planning Commission.
Do not assume a container is exempt from a coastal permit here. Laguna’s definition of development is broad enough to capture “placement of any solid material or structure on land,” and we could find no exemption covering storage containers either way. That is a genuine open question, not a gap we are papering over. Call Planning with your address before you order.
Container delivery in Laguna Beach
Laguna is built into a hillside that runs straight down to the water, and the streets were laid out long before anyone was delivering forty-foot boxes.
- Hillside streets above PCH — steep, narrow, switchbacked, often with no turnaround at the top. A 40ft on a trailer usually cannot do it. Twenty-foot containers and side-loaders are the realistic options.
- Grade at the drop spot — a tilt-bed slides the container off a raised bed. On a slope it goes where gravity takes it. Sloped sites here are crane work.
- Pacific Coast Highway — the only through route. Timing decides how long the job takes. Early morning slots are worth asking for.
- Canyon Road and the inland approach — generally the easier way in for larger vehicles.
- Overhead lines and eucalyptus — heavy canopy and low service drops on the older streets. Trim before delivery day, not during it.
